"No budget" is never actually about the money. I asked for a data investment years ago for my marketing team and got a flat no. The number wasn't crazy. The team believed in it. Leadership still passed. It took me too long to figure out why: I'd made the case for what the tool could do. I hadn't made the case for what skipping it would cost.
